Typically if your web designer has taken all the proper steps, you should start seeing your new website come up in the SERPs when you look up your business name starting within a few weeks after launch (assuming all the steps were done at the same time as launch). From here you should start seeing your website come up in the SERPs under search terms over the course of several months. Of course this is completely up to the actual search engine and times may vary. In reality no one can “guarantee” you placement in the SERPs within a set period of time. Additionally, based on competition and ever changing search algorithms, where you will end up falling in the SERPs is not possible to predict. The best advice is to realize that getting listed within the SERPs takes time and that you should not expect to see your brand new website in the SERPs 24 hours after the launch.
